Commissioner Candidates

Candidate – 1st Ward (Incumbent)

Jack Larkin

John “Jack” Larkin is an attorney and partner at Gawthrop Greenwood, PC, where he chairs the firm’s Litigation Department. He is a member and former chair of the American Red Cross Leadership Board. His wife, Bobbie Nenno Larkin, is a Wealth Advisor at the Glenmede Trust Company, and their toddler daughter Margaret goes to daycare in Radnor. Jack and his wife are both conservatory violinists, and are members of St. Katharine of Siena Parish in Wayne.

Prior to joining Gawthrop Greenwood, Jack was an appellate litigator in the Montgomery County District Attorney’s Office, where he appeared regularly before the Pennsylvania Superior Court, and periodically handled appeals to the Third Circuit Court of Appeals and the Pennsylvania Supreme Court. He continues his appellate practice today, civilly, before the Third Circuit Court of Appeals, and Pennsylvania’s Superior and Commonwealth Courts.  He has argued before the Supreme Court of Pennsylvania.

Jack’s published works have appeared in law journals at the Georgetown University School of Law, Vanderbilt Law School, the University of Florida Law School, and the American Journal of Trial Advocacy, as well as in the Pennsylvania Bar Association’s Bar Quarterly and At Issue publications.

Jack is an alumnus of Oberlin College, where he graduated with honors. While at Villanova Law School he received the Pennsylvania Environmental Law Forum scholarship and was a Dean’s Merit Scholar. He has also received the Philadelphia Trial Lawyers’ Association’s James J. Mandarino Award for Excellence in Trial Advocacy. He was named a “Rising Star” by Super Lawyers Magazine, and a “Top Lawyer” by Main Line Today in 2014-through-2018. 


Candidate – 3rd Ward

Damien R Enderle

Damien Enderle grew up in Radnor’s 3rd Ward on Meadowbrook Circle in St. Davids, where he played football and was active in theatre at Radnor High School (class of ’85). With his parents, Damien raised ducks and rabbits on Ithan Creek.

Following graduation from Marquette’s School of Journalism, Damien worked in public relations and marketing in Washington, DC for 20+ years, managing accounts including the International Association of Fire Fighters (IAFF), Laborers International Union of North America (LIUNA), Office of the First Lady, and the Cellular Telecommunications Industry Association (CTIA).

Today, Damien is a business development and marketing executive with a proven track record of strengthening brand and customer relationships for Big4 global accounting and consulting firms. Currently, he is a senior marketing manager with a Big4 firm and is a member of the tax marketing and communications leadership team.

Damien, his wife Lisa, and their two daughters returned to Radnor in 2012, and live on Midland Avenue, four short blocks from his childhood home. Both daughters attend Radnor High School and compete in crew and lacrosse.

Damien is a volunteer board member, firefighter and recruiting committee chairman for the Radnor Fire Company of Wayne. He has earned certifications in Fire 1, National Fire ProBoard, Vehicle Rescue Operations, Hazardous Materials Response, and Emergency Vehicle Operations.  Damien operates with Radnor Fire Company crews responding to fire, rescue and emergency situations throughout the Radnor and Tredyffrin-Easton, Pa. areas.

Previously, Damien was a member of the Philadelphia Museum of Art’s Marketing Advisory Committee, a member of the National Press Club in Washington, D.C., and has held board positions with the Legal Marketing Association (LMA), the International Association of Business Communicators (IABC), and DMAX Foundation.

Why Damien is running for the Radnor Board of Commissioners:

  • To help bring sensible, cost-effective solutions – both short and long-term — to the storm water issues facing Radnor Township.
  • Super Wawa! Traffic on Lancaster, Aberdeen and Midland will increase exponentially due to the new, proposed Super Wawa. Noise and light pollution will also be a factor. We need sensible solutions and agreements with Wawa, and Radnor Township needs to hold them accountable.
  • Sewer line replacement in South Wayne. Where does this stand? I have no idea following the initial meetings over one year ago. But this needs to happen, and we don’t need more studies. These lines are over 100 years old. Let’s get moving!

Candidate – 5th Ward

Moira Mulroney

Moira Mulroney is the Democratic candidate for the Radnor Township Board of Commissioners Ward 5. She brings to the role a life spent in community service and relationship building. Moira is an advocate for responsible government and civic engagement. She believes those elected to office are have the duty to serve as the eyes, ears and voices of their constituents. She will be focused on issues facing our community, such as: fiscal responsibility and transparency; traffic control and streets management; residential and business growth respectful of Radnor’s community and culture; and funding for our schools and infrastructure. Moira will use her background as a consensus builder to bring civility to public discourse with a priority placed upon bipartisanship.

A recognized nonprofit leader, Moira is the Director of Development & Communications for the Support Center for Child Advocates (Child Advocates), Philadelphia’s legal aid and social services agency serving abused and neglected children. She oversees a staff of six fundraisers and marketing professionals to bolster awareness of the mission and to raise all charitable dollars for the agency’s $4.5 million operating budget. She is often asked to speak on issues of nonprofit management and effective fundraising methods, and in 2016, was recognized with the SmartCEO Magazine’s Executive Management Award. Moira also represents a child client as a Child Advocates Volunteer Attorney.

Moira’s commitment to public service began right out of college working for an Illinois state legislator where she managed constituent services for residents in Chicago’s Southside and learned the power of good advocacy and the importance of building trusting professional relationships. In 1995, she moved to the area to begin her studies at Villanova Law School (’98); she was hired upon graduation by Philadelphia DA Lynne Abraham. For more than 7 years she served as an Assistant District Attorney in the boutique Legislation Unit where she developed state and local legislative strategies to pass sensible crime laws in the Commonwealth, working on issues such as youth violence reduction, gun control, child abuse and invasion of privacy. She also developed the office’s first formal grants program raising $4.5 million annually and advised the District Attorney and staff on crime laws, crime prevention initiatives, and law enforcement policy.

Moira later translated her experience to the nonprofit sector, first as the Director of Grants at the Philadelphia Zoo, then as the Director of Philanthropic Giving at WXPN Public Radio, responsible for raising more than $6 million annually at each institution.

Moira’s connection to Radnor began 30 years ago when her parents moved into the old William Thomas Toll House on Lancaster Avenue in Rosemont and her father became the director of the Graduate Tax LLM Program at Villanova Law School. In 2009, she moved to Bryn Mawr with her husband, her stepson (Radnor ’16) and their rescue dogs. Moira was a Board member at the William Way LGBT Community Center and is currently serving as a Radnor Democratic Committee Representative for Ward 5 Precinct 1. For fun, Moira plays the cello and rides a 1979 BMW motorcycle, when it’s not broken down.

Candidate – 7th Ward (Incumbent)


Sean Farhy was appointed to the Radnor Board of Commissioners in 2017 and was won a special election in May of 2018 to fill out the remaining year and a half term.  He has lived on the Main Line his entire life and in Ward 7 for the past 19 years.  Sean earned his Bachelors degree from  University of Delaware and later received his MBA From Drexel in 2007.  He is the husband to his wife Carrie and together they have two children, Jackson and Isaac.  Prior to becoming a small business owner, Sean worked in the financial services industry for 15 years as a trader, analyst, portfolio manager.

Amy Goldman is seeking her second term as a member of the Radnor Township School District Board of School Directors.  Over the past 15 years, Amy’s passion for excellence in education has led her to volunteer for a number of leadership positions in Radnor and elsewhere focused in this area.

Prior to her Radnor school board service, Amy was a member of the Grants Committee and Board of Directors of the Radnor Educational Foundation.  Amy has also served as a member of The Haverford School Leadership Council, the President of the Radnor Middle School PTO, Founder and Chairperson of the Radnor Township School District PTO/PTSA District Wide Initiatives, and Chairperson of Temple Beth Hillel-Beth El’s Early Childhood Center.  Amy is also in her second term of service as a member of the Board of Trustees of The University of the Arts.

Amy was publicly elected in 2015 to the School Board of the Radnor Township School District.  She is currently in her second year as Chair of the Policy Committee and third year as Co-Chair of the Government Relations/Communications Committee.  During her Board service, Amy has also been a member of the Board Facilities Committee and the District’s Technology Integration, Strategic Planning, and School Counseling Advisory Committees. Amy has served as Board Liaison to the PTO Coordinating Council and the Delaware County School Boards Legislative Council to which she was recently named Co-Chair.  In September of 2018, Amy was elected as the PA School Board Association’s Sectional Advisor to 97 school districts across nine counties in southeastern PA and has also served as Chair of PSBA’s By Laws Committee.

Amy and her husband Jim live in Villanova and are the parents of a 2017 Radnor High School graduate and a senior at The Haverford School. Earlier in her career, Amy was an account executive in television advertising sales, most recently for WPVI/TV 6 ABC. Amy holds a BA in History from the University of Pennsylvania. In June 2018, Amy completed a nine-month Fellowship Program with Pennsylvania’s Educational Policy Leadership Center.

Why should voters elect you to the School Board?

I believe that I have been true to the commitments I made to the community when I initially ran for office.  At the time, I promised that I would consistently govern in a collegial and nonpartisan manner and work tirelessly to ensure that I fulfilled what was expected of me as a dedicated public servant.  I strive to give informed, reasoned and due consideration to every issue, and I vote with the dedicated outcome of the greatest good for the greatest number of Radnor students and their educational experiences at the forefront of my decision making.  I also try to bring as broad of a perspective as possible to the work at hand by engaging regularly with other school board members, educators, and educational policy experts from across the state.  Educational policy, school law, and curricular trends are just some of the aspects of public schools that are ever changing.  I work hard to keep current with where public education is headed and bring that awareness to the discourse.  I have enjoyed the privilege of serving the community in this capacity and feel that our Team of Ten has made great strides in its governance over the past three years.  I am eager to see several critical long-term initiatives through to fruition and contribute some more to seemingly positive and stable momentum.


Jeff Jubelirer, Vice President at Bellevue Communications, is widely recognized as one of the top corporate communications and public relations strategists in Greater Philadelphia and the Commonwealth of Pennsylvania. Perhaps best known for his unparalleled expertise in issue & crisis management and public policy advocacy, Jeff is a “go to” media and political analyst for local media outlets. In addition, Jeff is a regular panelist on 6abc’s venerable weekly public affairs show, “Inside Story.”

Jeff is the chief architect behind the development and execution of the strategic communications, media & community relations and crisis management issues for his clients, who constitute many of the state’s most well-known businesses, executives, institutions and non-profit organizations.

In 2016, Jeff was inducted into the Philadelphia Public Relations Association Hall of Fame. In addition, in 2017 and 2018 he was named to City & State PA’s “Power 100,” as one of the regions “40 under 40” by the Philadelphia Business Journal and recognized as one of “22 People to Watch” by Philadelphia Magazine. In May 2012 Jeff received the prestigious national Daniel Ginsberg Award for his exemplary leadership on behalf of the Anti-Defamation League (ADL).

Jeff is also an adjunct professor teaching public relations at Villanova University. He serves on the Boards of Eluna Network (formerly The Moyer Foundation) and the Department of Political Science Board of Visitors at his undergraduate alma mater, Penn State University.

Jeff received his B.A. from The Pennsylvania State University and holds dual master’s degrees in Integrated Marketing Communication and Political Science from Northwestern University.

Jeff and his wife, Tracey, a pediatric oncologist with Children’s Hospital of Philadelphia, have lived in Radnor for 12 years and are the proud parents of two daughters who respectively attend Radnor Middle School and Radnor Elementary School. In addition, Jeff is a volunteer assistant coach for his daughter’s 7th grade Radnor Youth Basketball team.

Why am I running for school board?

  • to lend an experienced voice to advocate for the best interests of students, families, educators and other integral stakeholders in Radnor schools; and
  • to support continued educational excellence in our schools while concurrently serving as a responsible financial steward of the District’s limited financial resources.


Nancy Monahan has a B.A. from Dickinson College in Policy & Management Studies and a M.B.A. from New York University in Marketing.  She has over 15 years of product and strategic marketing experience working in the healthcare industry, including Johnson & Johnson, Dermik Laboratories and BD.  She has also served as an Adjunct Professor in Marketing at Eastern University.  She is currently a stay-at-home parent. 

In addition to raising and spending time with her family, Nancy is a member of the Board of Trustees at the Radnor Memorial Library.  She volunteers at her church as a Co-Chair for the IHN-Main Line Network, helping homeless families.   She is very active with the schools, having served multiple PTO Co-Chair roles, including the annual Radnor Speaker Series in partnership with The Agnes Irwin School. 

Nancy is a strong advocate of public education, having attended public school in the Suffern Central School District, located in the metro New York area.  Her parents were both public school educators, serving as a school librarian and an assistant superintendent of schools.

Nancy and her husband, Ed, have lived in Radnor for 17 years and are proud parents of a 6th and 7th grader who attend Radnor Middle School.

Why am I running for school board?

  • to build upon greater engagement and transparency among members, administrators and the community
  • to advocate for continued education excellence among our schools while maintaining a fiscally responsible district

Bradley Moore attended Radnor public schools for thirteen years and graduated from RHS with the Class of 1996.  He credits his personal and professional successes to the love and hard work of his parents and to the excellent educational foundation he received as a Radnor student.  With two children now attending Radnor Elementary School and another expected to join them, Bradley is committed to ensuring the long-term success of Radnor’s schools not just for his own children, but for the benefit of everyone in our community. 

In his career as a lawyer Bradley has practiced as a litigator, served for several years as an attorney for the federal judiciary, and worked in a university general counsel’s office.  Bradley prepared for his legal career at the University of Michigan Law School, and also obtained Master of Bioethics and Bachelor of Arts degrees from the University of Pennsylvania.  Before law school, Bradley worked as a high school science teacher in Philadelphia and served as a Coro Fellow in Public Affairs in New York City.

Bradley and his wife, Katherine, a professor of psychology at Arcadia University, live in the Conestoga Village neighborhood in Rosemont.  Bradley’s volunteer efforts in the community include roles on the executive board of the RES PTO, as the education liaison of the League of Women Voters of Radnor Township, on the board of governors of the Radnor High School Scholarship Fund, and as a member of the Garrett Hill Parade Committee.  Bradley also previously served on the Citizens Advisory Committee for the Radnor Township School District and as an Institutional Review Board member for the Children’s Hospital of Philadelphia.  For fun, Bradley acts in community theater productions throughout the Greater Philadelphia area.  His kids like performing, too.

Why am I running for school board?

  • It’s time to give back.  Radnor schools have done so much for me and my loved ones.  I can think of no better way to contribute to the well-being of our community.
  • For all of us.  Engagement is my top priority.  Each person serving on the Board of School Directors should be transparent with decisions, visible and present in the schools and in the community, and responsive to constituent concerns.
  • To give you a voice.  As a Radnor parent, a former teacher, and an attorney, I am well-positioned to balance the needs of the students that our schools serve, the interests of the educators that devote their careers to our children, and the concerns of residents who seek responsible and professional governance in our district.

Liz Duffy is a twenty-year resident of Saint Davids. She and her husband, Kevin, have four
children and feel incredibly lucky to have landed in Radnor Township to raise and educate their
family. Their daughter is a 2017 graduate of Radnor High School and their three boys are
currently in 12th, 8th and 5th grades, giving her the unique perspective and privilege of proximity to all levels of the Radnor educational experience: elementary, middle and high school.

Liz holds a BA in Economics from Boston College, where she graduated with honors. After over
15 years as an advertising and marketing professional working on consumer goods,
pharmaceuticals, financial services and internet start-ups in both Manhattan and Philadelphia,
Liz is currently a stay-at-home parent. She is an active volunteer in the community, including
serving as a committee head for Radnor’s Post Prom in 2017 and 2019, teaching nine years of
religious education, and supporting the many activities of her children. After the 2018 Parkland
shooting, Liz became a founder of Radnor Residents for Gun Safety. Radnor Residents For
Gun Safety is a non-partisan group that has worked with the Radnor Police Department and
other local government officials to advocate for programs and policies to make our schools and
community safer.

Liz brings an objective voice and a passion for educational excellence for all students. She is a
firm supporter of public education, and now hopes to give back to Radnor Schools as a
dedicated and informed school board member. To build on the success of Radnor Schools, Liz
will supplement the School Board with engagement, objectivity, partnership, and an overarching commitment to educational excellence and fiscal responsibility.

Why Liz is running for school board?
